L'Escala's planning rules are more layered than they look.
The town's general plan dates from 1993 and has been amended 36 times without ever being consolidated into a single clear document. A full replacement has been in preparation since 2015 and is still advancing. On top of that, several protections can overlap depending on exactly where your property sits.
